Not later than 1 year after the date of enactment of this Act, the Administrator of General Services, acting through the Federal Director of the Office of High-Performance Green Buildings (referred to in this section as the Administrator ), shall make publicly available a report that evaluates and describes the potential efficacy, costs, and benefits of a program under which the Administrator would— borrow funds from the Federal Buildings Fund for building energy and water efficiency and resilience retrofits, including through projects that use funds to leverage private sector financing, including through energy savings performance contracts; and repay the Federal Buildings Fund from utility savings.
