There are authorized to be appropriated such sums as may be necessary to carry out this title, including, in addition to annual funds derived from fee accounts of U.S. Citizenship and Immigration Services, such sums as may be necessary to reduce the humanitarian backlog of refugee, asylum, and other humanitarian applications to the Refugee, Asylum and International Operations Directorate.
