Section 553 of title 5, United States Code, as amended by section 302 of this Act, is amended by adding at the end the following: In this subsection, the term covered person means— any person who is or is required to be registered as a corporate lobbyist, as defined in section 3 of the Lobbying Disclosure Act of 1995 ( 2 U.S.C. 1602 ); any for-profit corporation; any entity described in section 501(c)(6) of the Internal Revenue Code of 1986 of which 1 or more members are for-profit corporations; and any person working on behalf of a for-profit corporation, including any person compensated by or otherwise financially supported by a corporation, for the purpose of submitting a statement or entry with respect to a rule making under this section.
Any covered person that uses any false writing or document knowing the same to contain any materially false, fictitious, or fraudulent statement or entry with respect to a rule making under this section shall be fined not more than $250,000, imprisoned not more than 5 years, or both. .
