Not later than 1 year after the date of enactment of this Act, the Administrator shall issue regulations to streamline the certification process for small business concerns seeking to become certified as— a participant in the program established under section 8(a) of the Small Business Act ( 15 U.S.C. 637(a) ); a small business concern owned and controlled by women; a qualified HUBZone small business concern; or a small business concern owned and controlled by service-disabled veterans.
Not later than 180 days after the date of enactment of this Act, the Administrator shall submit to the appropriate committees of Congress a report that outlines how the Administrator plans to streamline the certification process described in subsection (a).
