In administering a relevant program, the Secretary, to the maximum extent practicable, shall invest or direct available and relevant programmatic resources to ensure that each relevant program— promotes electric vehicle charging infrastructure; supports clean and multi-modal transportation; provides improved air quality and emissions reductions; and prioritizes the needs of underserved or disadvantaged communities.
