In this Act: The term appropriate congressional committees means— the Committee on Homeland Security and Governmental Affairs of the Senate ; and the Committee on Homeland Security of the House of Representatives . The term Department means the Department of Homeland Security. The term Secretary means the Secretary of Homeland Security.
