The Commandant, in coordination with the Commander of United States Cyber Command, and the Director of the Cybersecurity and Infrastructure Security Agency, shall— develop policies, processes, and operating procedures governing— access to and the ingestion, structure, storage, and analysis of information and data relevant to the Coast Guard Cyber Mission, including— intelligence data relevant to Coast Guard missions; internet traffic, topology, and activity data relevant to such missions; and cyber threat information relevant to such missions; and data management and analytic platforms relating to such missions; and evaluate data management platforms referred to in paragraph (1)(B) to ensure that such platforms operate consistently with the Coast Guard Data Strategy.
Not later than 1 year after the date of the enactment of this Act, the Commandant shall submit to the Committee on Commerce, Science, and Transportation of the Senate and the Committee on Transportation and Infrastructure of the House of Representatives a report that includes— an assessment of the progress on the activities required by subsection (a); and any recommendation with respect to funding or additional authorities necessary, including proposals for legislative change, to improve Coast Guard cyber data management.
