Subject to section 103, the Elections Commission shall— carry out a nonpartisan voter education campaign with respect to the plebiscites to be conducted under section 101 through traditional paid media; and make available at all voting locations in the Commonwealth of Puerto Rico voter education materials relating to the plebiscites to be conducted under section 101. At a minimum, the voter education materials made available under subsection (a)(2) shall address, for each status option— international representation; citizenship and immigration; and access and treatment under Federal law and programs.
All voter educational materials and ballots made available for a plebiscite required by section 101 shall be made available in English and Spanish.
