Section 1092(b) of title 10, United States Code, is amended by inserting or transactions (other than contracts, cooperative agreements, and grants) after contracts . Not later than 180 days after the date of the enactment of this Act, the Secretary of Defense shall brief the Committees on Armed Services of the Senate and the House of Representatives on how the Secretary intends to use the authority to enter into transactions under section 1092(b) of title 10, United States Code, as amended by subsection (a).
