Not later than 180 days after the date of the enactment of this Act, the Secretary of Defense shall submit to the Committees on Armed Services of the Senate and the House of Representatives a plan to establish within the Defense Health Agency a subordinate organization to be called the Military Health System Medical Logistics Directorate (in this section referred to as the Directorate ). The plan required under subsection
(a)shall include the following: A description of any authorities required for the leadership and direction of the Directorate. A description of the organizational structure of the Directorate, including any subordinate organizations, to include incorporation into the Directorate of existing organizations of the military departments that provide operational theater medical materiel support. A description of resourcing by the Secretary of the executive leadership of the Directorate. A description of the location or locations of elements of the Directorate. A description of how the medical research and development organization within the Defense Health Agency will coordinate with the Directorate. A description of the ability of the Directorate to address the medical logistics requirements of the military departments, the combatant commands, and the Joint Staff. A description of additional funding required to establish the Directorate. A description of any additional legislative action required for the establishment of the Directorate. Any other matters in connection with the establishment, operations, and activities of the Directorate that the Secretary considers appropriate. Not later than one year after the submission of the plan required under subsection (a), the Secretary shall establish the Directorate within the Defense Health Agency.
