Sec. 721. Improvements to organization of military health system

Not later than 180 days after the date of the enactment of this Act, the Secretary of Defense (referred to in this section as the Secretary ) shall submit to the Committees on Armed Services of the Senate and the House of Representatives a report on a study, conducted by the Secretary for purposes of the report, of the feasibility of and requirements for the establishment of a defense health and medical readiness command (referred to in this subsection as the command ) as a superseding organization to the Defense Health Agency. The report required under paragraph
(1)shall include the following: A description of the responsibilities of the commander of the command. A description of any organizations that support the Defense Health Agency, such as the medical departments and medical logistics organizations of each military department. A description of any authorities required for the leadership and direction of the command. A description of the organizational structure of the command, including any subordinate commands. A description of resourcing executive leadership of the command. A description of the location or locations of headquarters elements of the command. A description of how the current Defense Health Agency functions as a provider of optimally trained, clinically proficient health care professionals to support combatant commands. A description of how the command may further serve as a provider of optimally trained, clinically proficient health care professionals to support combatant commands. A description of the relationship of the command to the military departments, the combatant commands, and the Joint Staff. A timeline for the establishment of the command. A description of additional funding required to establish the command. A description of any additional legislative action required for the establishment of the command. Any other matters in connection with the establishment, operations, and activities of the command that the Secretary considers appropriate. Not later than 180 days after the date of the enactment of this Act, the Secretary shall submit to the Committees on Armed Services of the Senate and the House of Representatives a plan to establish within the Defense Health Agency a subordinate organization, to be called the Military Health System Education and Training Directorate (referred to in this subsection as the Directorate ). The plan required under paragraph
(1)shall include the following: A description of any authorities required for the leadership and direction of the Directorate. A description of the organizational structure of the Directorate, including any subordinate organizations. A description of resourcing executive leadership of the Directorate. A description of the location or locations of elements of the Directorate. A description of the ability of the Directorate to address the training requirements of the military departments, the combatant commands, and the Joint Staff. A description of additional funding required to establish the Directorate. A description of any additional legislative action required for the establishment of the Directorate. Any other matters in the connection with the establishment, operations, and activities of the Directorate that the Secretary considers appropriate. Not later than one year after the submission of the plan required under paragraph (1), the Secretary shall establish the Directorate within the Defense Health Agency. The Directorate shall be led by the President of the Uniformed Services University of the Health Sciences. The Directorate shall be composed of the following: The Medical Education and Training Campus. The College of Allied Health Sciences. The Uniformed Services University of the Health Sciences. The medical education and training commands and organizations of the military departments. Training programs of military departments affiliated with civilian academic institutions. Such other elements, facilities, and commands of the Department of Defense as the Secretary considers appropriate.
