Not more than 50 percent of the amount authorized to be appropriated for the Joint Military Information Support Operations Web Operations Center for Operation and Maintenance, Defense-Wide, may be obligated and expended until the Secretary of Defense submits to the congressional defense committees a plan for— appropriately scoping and tailoring messaging activities to foreign target audiences; ensuring messages serve a valid military purpose; effectively managing risk associated with web-based military information support operations; maintaining alignment with policies and procedures of the Department of Defense; adequately overseeing and approving the work of contractors; ensuring alignment with policy guidance and procedures of the Department; and coordinating activities with the Global Engagement Center of the Department of State and other relevant non-Department of Defense entities.
