In fiscal year 2023, the Secretary of the Army, the Secretary of the Navy, and the Secretary of the Air Force shall each enter into at least one integrated project delivery contract for the delivery of a military construction project. In this section, the term integrated project delivery contract means a contract, including a multi-party contract, that— includes at least the owner, builder, and architect engineer; and shares the risks and rewards among all parties to the contract.
