Sec. 1261. Report on Fifth Fleet capabilities upgrades

Not later than 180 days after the date of the enactment of this Act, the Secretary of Defense shall submit to the congressional defense committees a report on— capabilities upgrades necessary to enable the Fifth Fleet to address emerging threats in its area of responsibility; and any costs associated with such upgrades. The report required by subsection
(a)shall include the following: An assessment of seaborne threats posed by Iran, and groups linked to Iran, to the military forces of United States allies and partners operating in the waters in and around the broader Middle East. A description of any capabilities upgrades necessary to enable the Fifth Fleet to address such threats. An estimate of the costs associated with any such upgrades. A description of any United States plan to deepen cooperation with other member countries of the Combined Maritime Forces at the strategic, policy, and functional levels for the purpose of addressing such threats, including by— enhancing coordination on defense planning; improving intelligence sharing; and deepening maritime interoperability. In this section, the term broader Middle East means— the land around the southern and eastern shores of the Mediterranean Sea; the Arabian Peninsula; Iran; and North Africa.
