Section 412 of the Immigration and Nationality Act ( 8 U.S.C. 1522 ) is amended— in subsection (a)— in paragraph (1), by adding at the end the following: Subject to the availability of funds, assistance and social services for employment and health and living expenses under this section shall be available to refugees for a period of not less than 1 year. ; in paragraph (5), by adding at the end the following: Subject to the availability of funds, such assistance and services shall be made available to refugees for a period of not less than 1 year. ; and in subsection (e)(1)— by striking
(1)and inserting (1)(A) ; and by adding at the end the following: Subject to the availability of funds, such assistance shall be provided for not less than 1 year beginning on the first day of the month in which a refugee enters the United States. . The amendments made by subsection
(a)shall take effect on the date that is the earlier of— the first day of the first fiscal year beginning after the date of the enactment of this Act; or the date on which a final rule is promulgated to implement such amendments. Nothing in this section or in the amendments made by this section shall be construed as limiting or reducing assistance provided for a period that is more than 1 year.
