In reprogramming funds made available to the Secretary for operations and maintenance— the Secretary may not reprogram more than 25 percent of the base amount up to a limit of— $8,500,000 for a project, study, or activity with a base level over $1,000,000; and $250,000 for a project, study, or activity with a base level of $1,000,000 or less; and $250,000 may be reprogrammed for any continuing study or activity of the Secretary that did not receive an appropriation. In reprogramming funds made available to the Secretary for investigations— the Secretary may not reprogram more than $150,000 for a project, study, or activity with a base level over $100,000; and $150,000 may be reprogrammed for any continuing study or activity of the Secretary that did not receive an appropriation for existing obligations and concomitant administrative expenses.
