Section 1 of the State Department Basic Authorities Act of 1956 ( 22 U.S.C. 2651a ) is amended— by redesignating subsection
(h)(as added by section 361 of Public Law 116–260 ) as subsection (k); and by adding at the end the following: There is established, within the Bureau of Economic and Business Affairs of the Department of State, the Office of Economic Resiliency (in this subsection referred to as the Office ). The Office, under the direction of the Assistant Secretary for the Bureau of Economic and Business Affairs, shall lead United States’ efforts to develop and implement credible national action plans with partner countries aimed at detecting, understanding, preventing impacts of, and responding to present and forecasted shocks and stresses that are destabilizing to countries' national security and economic growth, including epidemics, pandemics, natural disasters, and other destabilizing events. .
