It is the policy of the United States— to prioritize diplomacy and international engagement in the artificial intelligence strategies and policies of the United States; to prioritize artificial intelligence issues in United States diplomacy; to collaborate with allies and partners to— research, develop, produce, and invest in artificial intelligence technologies that support economic prosperity, collective security, democracy, and human rights; promote commitments and international law related to artificial intelligence that reflect shared values; ensure that artificial intelligence technologies are safe, secure, and trustworthy; create and maintain artificial intelligence-related technical and institutional infrastructure; share artificial intelligence-related data, technology, and knowledge, subject to appropriate safeguards and restrictions; prevent the unwanted transfer of sensitive artificial intelligence-related technical information; coordinate artificial intelligence-related export controls and investment screening procedures; and educate and train new cohorts of artificial intelligence researchers, developers, and practitioners; to incorporate perspectives and expertise from industry, academia, and civil society into United States diplomatic activities related to artificial intelligence; to engage with bilateral and multilateral organizations active in artificial intelligence research, development, and policy; and to use diplomacy and foreign assistance to support activities for deploying artificial intelligence that create broadly shared prosperity, account for relevant artificial intelligence safety and security concerns, and uphold human rights and democratic values.
