The Chief Executive Officer of the United States International Development Finance Corporation shall strive to reduce the net carbon footprint of the Corporation’s entire investment portfolio to zero by 2028. In carrying out the goal described in subsection (a), the Chief Executive Officer shall prioritize projects in countries struggling with transitioning from carbon intensive electricity to clean energy. The Chief Executive Officer shall submit a report to Congress that describes the Corporation’s efforts to meet the goals described in subsections
(a)and (b).
