Congress finds that it is in the interests of the United States— to have a viable domestic manufacturing supply chain for components of covered energy-efficiency and renewable energy systems and technologies; and to reduce the reliance of United States manufacturers on components of covered energy-efficiency and renewable energy systems and technologies made in foreign countries.
