The President shall encourage allies and partners of the United States— to consider taking actions similar to the actions taken under section 2, such as the withdrawal of permanent normal trade relations treatment for products of the Russian Federation; and to condemn at the World Trade Organization the recent aggression by the Government of the Russian Federation in Ukraine. The President shall direct the Permanent Mission of the United States to the World Trade Organization to use the voice and influence of the United States at the World Trade Organization to seek the suspension of the membership of the Russian Federation in the World Trade Organization.
