Not later than 1 year after the date of enactment of this Act, the Comptroller General of the United States shall submit to Congress a report that— describes the status of United States dependence on foreign countries for energy needs; describes the compliance of applicable Federal agencies with this Act; and evaluates the effect of that compliance on United States energy independence; and evaluates the stability and affordability of energy prices for United States consumers.
