There is appropriated, out of any money in the Treasury not otherwise appropriated, $200,000,000 to the Secretary of State for fiscal year 2022 for the Countering Russian Influence Fund to provide additional support to Ukraine and Central and Eastern European allies in the wake of aggression by the Russian Federation. The amounts provided under paragraph
(1)are designated as an emergency requirement pursuant to section 4(g) of the Statutory Pay-As-You-Go Act of 2010 ( 2 U.S.C. 933(g) ). This subsection is designated as an emergency requirement pursuant to subsections
(a)and
(b)of section 4001 of S. Con. Res. 14 (117th Congress), the concurrent resolution on the budget for fiscal year 2022. Not later than 90 days after the date of the enactment of this Act, the Secretary of State shall submit to the appropriate congressional committees a report that contains a plan for countering and combating aggression by the Russian Federation with the additional funds provided by this section and supporting Ukraine and Eastern Europe allies to improve their defenses against such aggression. The strategy required by paragraph
(1)shall be submitted in unclassified form, but may include a classified annex if necessary.
