This Act ceases to be effective on the date that is the earlier of— the date on which the Comptroller General of the United States submits to the President and Congress the third assessment report under section 6(c); and the date that is the last day of fiscal year 2032. There is authorized to be appropriated to the Executive Office of the President to carry out this Act $2,000,000 for each of fiscal years 2022 through the fiscal year in which this Act ceases to be effective under subsection (a).
