In this Act: The term appropriate congressional committees means— the Committee on Foreign Relations, the Committee on Armed Services, and the Committee on Appropriations of the Senate; and the Committee on Foreign Affairs, the Committee on Armed Services, and the Committee on Appropriations of the House of Representatives. The term critical infrastructure means systems and assets, whether physical or virtual, so vital to Ukraine that the incapacity or destruction of such systems and assets would have a debilitating impact on the security, national economic security, or national public health or safety of Ukraine, or any combination of those matters.
The term defense article — has the meaning given that term in section 644 of the Foreign Assistance Act of 1961 ( 22 U.S.C. 2403 ); and includes United States cyber capabilities and assets.
