Sec. 4. Assessment of infringement of territorial integrity of Ukraine by Russian Federation

Not later than 20 days after the date of the enactment of this Act, and every 20 days thereafter, the Director of National Intelligence, in consultation with the Director of the Central Intelligence Agency, the Secretary of State, and the Secretary of Defense, shall transmit to the appropriate congressional committees and leadership an assessment of whether or not the Government of the Russian Federation, or any foreign person acting as an agent of or on behalf of that Government, has engaged, in the preceding 20-day period, in any act that infringes on the integrity of the territory of Ukraine (as in existence on the day before the date of the enactment of this Act).
The assessment required by paragraph
(1)shall be submitted in an unclassified form, but any supporting information may be submitted in a classified annex. If the Director of National Intelligence assesses under subsection
(a)that the Government of the Russian Federation, or any foreign person acting as an agent of or on behalf of that Government, has engaged, in the preceding 20-day period, in any act described in subsection (a)(1), the President shall impose the sanctions described in section 5. Not later than 10 days after receiving a request from the chairman or ranking member of one of the appropriate congressional committees with respect to whether the Government of the Russian Federation, or any foreign person acting as an agent for or on behalf of that Government, has engaged in an act described in subsection (a)(1), the President shall— determine if the Government of the Russian Federation has engaged in such an act; and submit a classified or unclassified report to the committee the chairman or ranking member of which submitted the request with respect to that determination that includes a statement of whether or not the President imposed, or intends to impose, sanctions described section 5.
