Sec. 2102. Securing support of international donors and partners

The Secretary of State shall implement a 4-year plan— to secure support from international donors and regional partners to enhance the implementation of the Strategy; to identify governments that are willing to provide financial and technical assistance for the implementation of the Strategy and the specific assistance that will be provided; and to identify and describe the financial and technical assistance to be provided by multilateral institutions, including the Inter-American Development Bank, the World Bank, the International Monetary Fund, the Andean Development Corporation–Development Bank of Latin America, and the Organization of American States.
The Secretary of State, in coordination with the Secretary of the Treasury, as appropriate, shall— carry out diplomatic engagement to secure contributions of financial and technical assistance from international donors and partners in support of the Strategy; and take all necessary steps to ensure effective cooperation among international donors and partners supporting the Strategy.
