Nothing in this Act shall be construed as providing new authority— to expand Federal land acquisition in pursuit of the goal described in section 216 of Executive Order (86 Fed. Reg. 7627; relating to tackling the climate crisis at home and abroad); or to conserve or protect Federal lands or waters without prior written approval from the Governor of an affected State.
