The Office of Administration may carry out a program to provide payments (such as stipends, subsistence allowances, cost reimbursements, or awards) to students, recent graduates, and veterans recently discharged from active duty who are performing voluntary services in the Executive Office of the President under 5 U.S.C. 3111(b) or comparable authority. Such payments shall not be considered compensation for purposes of 5 U.S.C. 3111(b)(2) and may be paid in advance.
(b)Of the amounts made available to the Office of Administration for salaries and expenses, up to $4,500,000 shall be available to carry out the program, to be allocated as the Director of the Office of Administration considers appropriate.
(c)Amounts available under subsections
(a)and
(b)are in addition to any other amounts available to a component of the Executive Office of the President for making payments or providing compensation to students, recent graduates, and veterans recently discharged from active duty.
