Section 53708 of title 46, United States Code, is amended by adding at the end the following: In making the findings under subsections
(a)and (b), the Administrator and the Secretary may take into account factors such as— the transferability of an aquaculture permit; an assessment of the shore-side seafood economy where the borrower will be operating; and the existence of a formal technical assistance program administered by a governmental agency. .
