Of the funds appropriated under title III of this Act, not less than $1,010,600,000 should be made available for food security and agricultural development programs to carry out the purposes of the Global Food Security Act of 2016 ( Public Law 114–195 ): , That funds may be made available for a contribution as authorized by section 3202 of the Food, Conservation, and Energy Act of 2008 ( Provided Public Law 110–246 ), as amended by section 3310 of the Agriculture Improvement Act of 2018 ( Public Law 115–334 ).
Of the funds appropriated under title III of this Act, not less than $500,000,000 shall be made available for water supply and sanitation projects pursuant to section 136 of the Foreign Assistance Act of 1961, of which not less than $250,000,000 should be made available for programs in sub-Saharan Africa, and of which not less than $17,000,000 shall be used to support initiatives by local communities in developing countries to build and maintain safe latrines. Of the funds appropriated under title III of this Act, not less than $265,000,000 should be made available to support the development of, and access to financing for, micro, small, and medium-sized enterprises that benefit the poor, especially women.
Of the funds appropriated by this Act under the heading Development Assistance , not less than $19,000,000 shall be made available for USAID cooperative development programs and not less than $31,000,000 shall be made available for the American Schools and Hospitals Abroad program. Of the funds appropriated by this Act under the headings Development Assistance , Economic Support Fund , Assistance for Europe, Eurasia and Central Asia , and International Narcotics Control and Law Enforcement , not less than $106,400,000 shall be made available for activities to combat trafficking in persons internationally, including for the Program to End Modern Slavery, of which not less than $77,000,000 should be from funds made available under the heading International Narcotics Control and Law Enforcement : , That funds made available by this Act under the headings Provided Development Assistance , Economic Support Fund , and Assistance for Europe, Eurasia and Central Asia that are made available for activities to combat trafficking in persons should be obligated and programmed consistent with the country-specific recommendations included in the annual Trafficking in Persons Report, and shall be coordinated with the Office to Monitor and Combat Trafficking in Persons, Department of State.
Of the funds appropriated by this Act under the heading Development Assistance , not less than $30,000,000 shall be made available to support people-to-people reconciliation programs which bring together individuals of different ethnic, racial, religious, and political backgrounds from areas of civil strife and war, including cross border programs involving Palestinians and Israelis: , That the USAID Administrator shall consult with the Committees on Appropriations, prior to the initial obligation of funds, on the uses of such funds, and such funds shall be subject to the regular notification procedures of the Committees on Appropriations:
Provided , That to the maximum extent practicable, such funds shall be matched by sources other than the United States Government: Provided further , That such funds shall be administered by the Office of Conflict Management and Mitigation, USAID. Provided further
