Of the funds appropriated under title III of this Act, not less than $682,448,000 should be made available for the Nita M. Lowey Basic Education Fund, and such funds may be made available notwithstanding any other provision of law that restricts assistance to foreign countries: , That such funds shall also be used for secondary education activities: Provided , That funds made available by this paragraph should be made available for the education of girls in areas of conflict or humanitarian crises where girls have been denied equal access to education.
Provided further Of the funds appropriated under title III of this Act for assistance for basic education programs, not less than $150,000,000 should be made available for contributions to multilateral partnerships that support education. Of the funds appropriated by title III of this Act, not less than $250,000,000 should be made available for assistance for higher education: , That such funds may be made available notwithstanding any other provision of law that restricts assistance to foreign countries, and shall be subject to the regular notification procedures of the Committees on Appropriations:
Provided , That of such amount, not less than $35,000,000 shall be made available for new and ongoing partnerships between higher education institutions in the United States and developing countries focused on building the capacity of higher education institutions and systems in developing countries: Provided further , That not later than 45 days after enactment of this Act, the USAID Administrator shall consult with the Committees on Appropriations on the proposed uses of funds for such partnerships.
