Up to 1 percent of the appropriations made available under paragraphs
(1)and
(2)under the heading Federal Emergency Management Agency—Federal Assistance may be transferred to the appropriation made available under the heading Federal Emergency Management Agency—Operations and Support for the purpose of conducting independently verified and validated evaluations on the effectiveness of grants awarded under the State Homeland Security Grant Program and Urban Area Security Initiative. Any funds transferred under this section shall be in addition to any other amounts otherwise made available for the same purpose. The transfer authority provided in this section shall be in addition to any other transfer authority provided in this Act.
