The Department of Justice shall provide a detailed spend plan for the fiscal year 2022 and 2023 funds made available in this title to the Committees on Appropriations of the House of Representatives and the Senate within 45 days after the enactment of this Act and, for each of fiscal years 2024 through 2026, as part of the annual budget submission of the President under section 1105(a) of title 31, United States Code, the Attorney General shall submit a detailed spend plan for the funds made available in this title in that fiscal year. The spend plan described in subsection
(a)shall include a specific and detailed description of the intended administration, review processes, allowable purposes, eligibility requirements, and priority areas or weightings for the grant programs funded in this title.
