It is the sense of the Senate that the United States should— remain energy independent to enhance national security; and adopt an all-of-the-above energy strategy to diversify and mitigate the risk of becoming energy and materially dependent on vulnerable sources of energy and energy technology that may constrain the operations of the Armed Forces of the United States.
