Section 317 of the National Defense Authorization Act for Fiscal Year 2018 ( Public Law 115–91 ; 10 U.S.C. 2684a note) is amended— in subsection (a), in the first sentence, by inserting and restore after to preserve ; in subsection (c)— by striking The Secretaries and inserting the following: The Secretaries ; in paragraph (1), as designated by subparagraph (A)— by inserting resilience, after benefit of conservation, ; and by inserting , resilience, after land management ; and by adding at the end the following new paragraph:
The Secretary of Defense shall include information concerning the activities undertaken pursuant to the Sentinel Landscapes Partnership in the annual report to Congress submitted under section 2684a(g) of title 10, United States Code. ; in subsection (d), in the second sentence, by inserting by an eligible landowner or agricultural producer after Participation ; by redesignating subsection
(e)as subsection (f); by inserting after subsection
(d)the following new subsection (e): Other Federal agencies with programs addressing conservation or resilience may, and are encouraged to— participate in the activities of the Sentinel Landscape Partnership; and become full partners in the Sentinel Landscape Partnership. ; and in subsection (f), as redesignated by paragraph (4), by adding at the end the following new paragraph: The term resilience means the capability to avoid, prepare for, minimize the effect of, adapt to, and recover from extreme weather events, flooding, wildfire, or other anticipated or unanticipated changes in environmental conditions. . Section 2694 of title 10, United States Code, is amended— in subsection (b)— in paragraph (1)— in subparagraph (A), by inserting or involves a sentinel landscape before the semicolon; and in subparagraph (B), by inserting or that would contribute to maintaining or improving military installation resilience before the semicolon; and in paragraph (2)— in subparagraph (A), by inserting or nature-based climate resilience plans before the semicolon; and in subparagraph (F)— in clause (i)— by striking single ecosystem that encompasses and inserting “single ecosystem— that encompasses ; by redesignating clause
(ii)as subclause
(II)and moving such subclause, as so redesignated, two ems to the right; and in subclause (II), as redesignated by item (bb), by striking the period at the end and inserting ; or ; and by adding at the end the following new clause (ii): for one or more ecosystems within a sentinel landscape. ; and by adding at the end the following new subsection: In this section, the term sentinel landscape has the meaning given that term in section 317(e) of the National Defense Authorization Act for Fiscal Year 2018 ( Public Law 115–91 ; 10 U.S.C. 2684a note). .
