None of the funds authorized to be appropriated by this Act for Procurement, Defense-wide, for the procurement of armed overwatch aircraft by the United States Special Operations Command may be obligated or expended until 15 days after submission to the congressional defense committees of the acquisition roadmap required by section 165(a) of the William M.
