Not later than 180 days after the date of the enactment of this Act, the Under Secretary of Defense (Comptroller), in consultation with the Chief Information Officer and the Chief Data Officer, shall submit to the congressional defense committees a plan to consolidate the information technology
(IT)systems used to manage data and support the planning, programming, budgeting, and execution
(PPBE)process of the Department of Defense. The plan should incorporate those systems used by the military departments as well as those used by the defense-wide agencies, and should address the retirement or elimination of such systems.
