Except as provided in subsection (b), the amendments made by this part (other than the amendments made by section 1004) shall take effect January 1, 2022. If a State certifies to the Election Assistance Commission not later than January 1, 2022, that the State will not meet the deadline described in subsection
(a)because it would be impracticable to do so and includes in the certification the reasons for the failure to meet such deadline, subsection
(a)shall apply to the State as if the reference in such subsection to January 1, 2022 were a reference to January 1, 2024 .
