Not later than 180 days after the date of enactment of this Act, the Secretary of the Treasury shall— develop and institute regulatory requirements for cryptocurrency exchanges operating within the United States to reduce the anonymity of users and accounts suspected of ransomware activity and make records available to the Federal Government in connection with ransomware incidents; and submit to Congress a report with any recommendations that may be necessary regarding cryptocurrency exchanges used in conjunction with ransomware. The Attorney General shall determine what information should be preserved by cryptocurrency exchanges to facilitate law enforcement investigations.
