Not later than 15 days before the date on which the Corporation makes a financial commitment associated with the provision of support under title II in an amount greater than $10,000,000, the Chief Executive Officer of the Corporation shall submit to the appropriate congressional committees a report in writing that— contains the amount of the financial commitment; identifies the recipient or beneficiary of the commitment; and describes the project, activity, or asset and the development goal or purpose to be achieved by the commitment.
