Not later than 1 year after the date of enactment of this Act, the Corporation shall develop a performance measurement system to— evaluate and monitor projects; and guide future projects. In developing the performance measurement system required under subsection (a), the Corporation shall— develop an impact measurement system for measuring the net effect of the activities of the Corporation on the policies described in section 102(c); develop a mechanism for ensuring that support provided by the Corporation for a project is in addition to private investment for the project; develop standards for, and a method for ensuring, appropriate financial performance of the portfolio of the Corporation; and develop standards for, and a method for ensuring, appropriate performance of the portfolio of the Corporation, including— measurement of the projected and ex post impact of a project; and the information necessary to comply with section 403.
On a regular basis, the Corporation shall make available to the public information relating to— support provided by the Corporation under title II; and performance metrics about that support. In developing the performance measurement system required under subsection (a), the Corporation shall consult with— the Advisory Council established under section 103(j); and other stakeholders and interested parties engaged in the policy of the Corporation described in section 102(c).
