Section 501 of Public Law 95–134 (commonly known as the Omnibus Territories Act of 1977 ) ( 48 U.S.C. 1469a ), is amended by adding at the end the following: Notwithstanding any other provision of law, in the case of the Insular Areas, any department or agency shall waive any requirement for non-Federal matching funds under $750,000 (including in-kind contributions) required by law to be provided by those jurisdictions. .
