Any remaining unobligated balances in the Recurring Expenses Transformational Fund established in section 243 of division J of Public Law 114–113 are hereby rescinded immediately upon enactment of this Act. An amount of additional new budget authority equivalent to the amount rescinded pursuant to subsection
(a)is hereby appropriated, to remain available until expended, for facilities infrastructure improvements, including non-recurring maintenance, at existing hospitals and clinics of the Veterans Health Administration, and information technology systems improvements and sustainment, in addition to such other funds as may be available for such purposes, as follows: 80 percent of the additional new budget authority shall be made available for an additional amount for Departmental Administration—Information Technology Systems ; and 20 percent of the additional new budget authority shall be made available for an additional amount for Departmental Administration—Construction, Minor Projects : , That prior to obligation of any of the funds provided in this subsection, the Secretary of Veterans Affairs must provide a plan for the execution of the funds appropriated in this subsection to the Committees on Appropriations of both Houses of Congress and such Committees issue an approval, or absent a response, a period of 30 days has elapsed.
