Not later than 1 year after the date of enactment of this Act, the Administrator shall develop and implement measures to expand data collection with respect to electric vehicle integration with the electricity grids. The sources of the data collected pursuant to subsection
(a)may include— host-owned or charging-network-owned electric vehicle charging stations; aggregators of charging-network electricity demand; electric utilities offering managed-charging programs; individual, corporate, or public owners of electric vehicles; and balancing authority analyses of— transformer loading congestion; and distribution-system congestion. In carrying out subsection (a), the Administrator may consult and enter into agreements with other institutions having relevant data and data collection capabilities, such as— the Secretary of Transportation; the Secretary; the Administrator of the Environmental Protection Agency; States or State agencies; and private entities.
