There is authorized to be appropriated to carry out this title $7,500,000,000, to remain available until expended. Of the amounts made available under subsection (a)— not less than $50,000,000 shall be allocated for the costs of administration, environmental compliance, and technical assistance to carry out this title; and not less than $30,000,000 shall be allocated to non-Federal dam removal technical assistance programs. Of the amounts made available under subsection
(a)for each fiscal year, the Secretary shall use for administration and operating costs of the Council and for development of the report under section 207, including the collection and maintenance of dam removal project data, the lesser of— 3 percent; and $1,500,000.
