Nothing in this Act or the amendments made by this Act shall be construed to create, satisfy, or waive any requirement under Federal civil rights laws, including— title II of the Americans With Disabilities Act of 1990 ( 42 U.S.C. 12131 et seq. ); or title VI of the Civil Rights Act of 1964 ( 42 U.S.C. 2000d et seq. ).
