Not later than 180 days after the date of the enactment of this Act, the Secretary of State, in coordination with the Director of National Intelligence, shall submit to Congress a report detailing the circumstances of the assassination on February 27, 2015, of Russian opposition leader Boris Nemtsov, including— a list of the individuals the Secretary determines to have been involved in the assassination as perpetrators or as having organized or directed the assassination; a description of what measures, if any, have been taken by the Government of the Russian Federation to investigate the assassination and bring the individuals described in paragraph
(1)to justice; and an assessment of the effectiveness of those measures.
