In this Act: The term eligible entity means— a part B institution, as such term is defined in section 322(2) of the Higher Education Act of 1965 ( 20 U.S.C. 1061(2) ); or a Historically Black Graduate Professional School identified in section 326(e) of such Act ( 20 U.S.C. 1063b(e) ). The term Secretary means the Secretary of Education. The term State has the meaning given such term in section 103 of the Higher Education Act of 1965 ( 20 U.S.C. 1003 ).
