Such review shall include the extent to which— the term operational availability should be redefined by mission area and to include equipment failures that affect the ability of a ship to perform primary missions; and the term materiel availability should be redefined to take into account factors that could result in a ship being unavailable for operations, including unplanned maintenance, unplanned losses, and training. Not later than 180 days after the date of the enactment of this Act, the Chairman of the Joint Chiefs of Staff shall submit to congressional defense committees a report on the findings and recommendations of the review required under paragraph (a).
